& CLUBS
RULES &
REGULATIONS
The Principal is the Patron of all Associations
(for the U.G.) / Clubs (for the P.G.).
The
Head of the Department in a subject shall be the President of that
Association or Club.
Every
Student of the undergraduate class shall be a member of the English
Association and the Association representing his / her first Language
and his / her major subject.
Every
student of the post-graduate class shall be a member of the PG Club
representing his / her subject.
A boy
and a girl representative shall be elected from each class for the
respective Association or Club.
The
Secretary of the Association/Club shall be from the final year
respectively.
The
elegibility criteria of the Students� Union shall apply to the
elections of the Representative and the Secretary.
College Students’ Council
Article I -
Name:
The name of the Council shall be
College Students’ Council and
hereinafter referred to as the Council.
Article II -
Objectives:
l To provide leadership training and
bring out students’s latent talents;
l To promote cultural and
intellectual co-operation among the students;
l To make the students enlightened
citizens by arousing their civic consciousness;
l To strive to develop character,
discipline, sense of responsibility, honesty, integrity and efficiency
among
students;
l To organise
meetings, debates, symposia, seminars and study circles
which will involve student participation.
Article III -
Membership:
All regular students of the College shall be the members of the Council. There shall be an electoral college,
comprising all secretaries and representatives of both UG & PG
classes
which will elect the Chairperson and the Secretary.
Article IV -
Elections:
1. Eligibility
Candidates contesting for the posts of Chairperson (Council
Chairperson)
and Secretary (Council
Secretary) of the Council:
a. should
be either from final year UG or final year PG only;
b. should
at least have 85% attendance in the previous academic years in the college;
c. should
have passed 100% of the papers whose results stand
declared by the University/College as on
date;
d. should
not have involved in any criminal offences; and
e. against
whom there shall not be disciplinary action of any kind whatever.
2. Norms on
Campaigns in Council Election
The following norms
as per Government Orders should be followed strictly during the
election
campaigns. Any violation of the norms by the candidate or agents or
supporters
shall entail disqualification:
a. No
outsider is permitted any role in the election process.
b. Posters,
wall-writing, use of microphones
/ megaphones or other
campaign materials are prohibited.
c. Use of any means of enticing the students like distribution of sweets, feasting, etc. is
prohibited.
d. Seeking votes in the name of caste, community, religion,
political and other affiliations is not permitted.
e. Any attempt to instigate or indulge in violence will disqualify the candidate.
3. Election
The Electoral College shall be responsible
for electing the Chairperson
and the Secretary of the College Students Council.
Article V -
Executive Council:
The Council Chairperson, the Council Secretary, the Secretaries of all UG and PG Associations shall be the voting members of the Executive
Council. The Council Chairperson and the Council Secretary will not hold the post of the Secretary of any UG or PG Association or any
constituent
of the Scott Vibrant Forum.
Article VI - Advisory Committee:
The Principal
shall be the President of the
College Students Council. The
Vice-Principals, the Bursar, the Secretary of the Staff Association and the Staff Representative to the Governing Board, Teacher - Senate Member and the Office
Superintendent shall be
the members of the advisory
committee and shall be
ex-officio members of the
Executive Council and will have no voting right. The Chairperson and
the
Secretary shall function as the convener and the co-ordinator of the
Executive
Council respectively.
Article VII - Council Meetings
1. The Executive Council shall meet only with the prior
written consent of the President. And the Principal shall preside
over the
meetings of the
Executive Council.
2. The quorum for the Executive Council meeting shall be one third of the voting members of the Executive
Council.
3. The Chairperson shall convene the
Executive Council meetings
and shall preside over
all meetings arranged under the auspices of the College
Students Council.
Article VIII - Functions of Secretary
The Secretary shall organise all the activities of the Council such as meetings, debates, symposia and seminars with the prior approval of the President and also maintain a record of all the activities of the Council and the proceedings of the
Executive Council.
Article IX - Funds
The Secretary shall spend the Council fund only as per the budget which is duly approved by the Executive
council.
Article X
No office bearer of the Council shall hold any office of responsibility or play any active role in any political party or organisation.
Article XI
The Executive
Council shall have no right to interfere in matters concerning student discipline or the internal administration of the College which shall be the prerogative of the Principal.
Article XII
The members of the Executive Council, or the office-bearers shall neither participate in strikes nor instigate other students to strike work or to boycott classes or to indulge in acts of lawlessness
and
violence, but shall endeavour their best to settle all disputes by peaceful negotiation with the authorities concerned.
Article XIII
No office bearer of the College
Council shall publish any report about the College in papers nor take any matter concerning the College to the Court of law without the written permission of the
President.
Article XIV
If, in the opinion of the President, the activities of the office-bearers of the Council are against the smooth working of the College, the
President
reserves the right, either to remove from office the erring office-bearer /
office-bearers or
to suspend the activities of the Council.
